Introduction: Elections Canada (EC) works continually to prevent, mitigate, and respond to a range of threats to cor porate and election security (ES). Historically, threats have included such things as equipment failures, misleading communications and natural disasters. Today, they also include threats from the cyber realm.

This three-phase strategic plan addresses EC's external communications regarding:
• the security of EC's personnel, facilities, assets, and data (availability, integrity and confidentiality), and
• cyber threats to election security, including disinformation, foreign interference, and cyber attacks.

This plan will be updated as required to reflect emerging issues, media coverage, and other developments. In the months to come, we will further develop plans for phases
