Court Judgement.

I. BACKGROUND 1 The City of Charlottetown, including their police services, became a public body subject to the Freedom of Information and Protection of Privacy Act ("the FOIPP Act") on April 1, 2019.

2. In August 2019, the City of Charlottetown Police Services issued a ticket for an expired vehicle registration, and delivered it to an individual's home. The infraction had been identified via an Automated License Plate Reader system ("the ALPR"), which had been recently implemented by the City of Charlottetown Police Services ("the Charlottetown Police"). The individual made a complaint to the Information and Privacy Commissioner ("the Commissioner"). The complainant had no concerns relating to the ticket, but was concerned about the method used to identify the infraction.
